I hope this time around, the CRB actually listens to the public and institutes protections for the residents, rather than work against the public and give the council unecessary or unwarranted powers. I hope they institute a more robust vetting process for those wishing to serve on the council, and remove or amend the wording regarding the 3% cap to better serve the taxpayers, instead of allowing council to tax more and/or spend more.
The only way homesteaded properties would not not be affected is if the charter is amended to actually state in the referendum that the change in the CAP would only apply to non-homesteaded properties. That must be made clear.
They tried to remove it once. The referendum failed by a landslide. Any referendum to remove it will likely fail also. It's far easier to get the voters to change it, than give it up.

3% cap doesnβt override the homestead exemption. Property owners who are homesteaded are not affected if the 3% cap is removed
