When they built building E the 3rd floor was just supposed to be the shell and the buildout wasn't in the original plans (that grew from $6M to somewhere close to $19M) that were to just build out the first 2 floors and leave the 3rd for expansion.
The plan to expand came from the prior administration along with the original number to build out the 3rd floor. The numbers given the current council were incomplete so the project was pulled back by the City Manager (Morton) for reevaluation and the correct and current funding needed.
