Palm Bay City Council Meeting: Legislative Discussions and $902,897 Consent Agenda Vote
November 7, 2024 | 6:00 PM | Council Chambers, 120 Malabar Road SE, Palm Bay, FL
Palm Bay, FL — The Palm Bay City Council will meet on Thursday, November 7, 2024, with a packed agenda that includes key legislative priorities, a substantial consent agenda totaling $902,897, and various public hearings. Here's what residents need to know:
Announcements and Recognitions
Proclamations: The meeting will start with proclamations recognizing National Veterans Small Business Week.
Legislative Priorities Discussion
The Council will discuss critical legislative priorities for FY 2025-2026, including funding requests for:
Septic-to-Sewer Conversions: The city is seeking $5 million to connect 415 households to the sewer system, replacing aging septic systems and reducing waterway pollution. Palm Bay will provide a match of $2,353,050 from the General Fund and waive $5,670 per household in impact fees, funded through previously allocated utility revenues, making it more affordable for residents. This initiative will lower financial barriers for many households, particularly in lower-income areas, by reducing upfront costs for connecting to the city's sewer system.
By improving water quality, especially in areas like the Indian River Lagoon, this project will significantly reduce nutrient runoff and help protect local ecosystems.
Public Safety Rehabilitation Truck: The city will request $1.83 million for a rehabilitation truck equipped with showers, oxygen stations, and rest facilities for police and fire personnel. These amenities are essential for first responders working long hours in extreme conditions, allowing them to recover effectively during major incidents.
Resiliency Fiber Optic Expansion: A $1.5 million project aimed at enhancing internet reliability at city facilities, thereby improving the stability of public services during emergencies. This expansion will help ensure that critical city services remain operational, even during severe weather events or other emergencies.
These priorities support environmental sustainability, public safety, and infrastructure improvements, aligning with Palm Bay's long-term vision.
Consent Agenda: Routine Items, Big Impact
The consent agenda, totaling $902,897, includes multiple routine items that will be approved in a single vote without discussion:
Resolution 2024-43: Increasing Fees for Foreclosure Registrations and Impact Fee Payment Agreements. The foreclosure registration fee will increase from $100 to $300, aimed at covering administrative costs. A new fee of $750 is also being introduced for Impact Fee Payment Agreements to recover costs associated with processing these agreements. Consideration should be given to how these increased fees may impact residents and whether additional assistance will be provided to mitigate potential burdens.
Ordinance 2024-59: Enhanced Retirement Benefits for Firefighters. This ordinance proposes increasing the supplemental monthly benefit for firefighters to $30 per month per year of credited service, effective October 1, 2024, to help provide better financial security for retired firefighters.
Financial Impact: In the short term, this ordinance will require increased contributions to the city's pension fund, leading to a moderate rise in annual costs. Long-term financial obligations will grow as more firefighters retire with enhanced benefits, which may require future budget adjustments to ensure pension fund solvency. Despite these increased costs, the enhanced benefits are expected to help retain experienced firefighters, leading to greater stability and effectiveness in public safety services.
Public Safety Radio System Upgrade: Allocating $214,327 to improve emergency communication systems.
Traffic Calming Measures on Meadowbrook Road: Allocating $46,568 for speed humps, pedestrian crossings, and additional signage to enhance safety.
Total Consent Agenda Expenditures: $902,897.
Public Hearings
Resolution 2024-41: A conditional use request for a self-storage facility on Emerson Drive, including a 1,500 sq. ft. office that will add to local commercial activity by providing additional space for goods, services, and job opportunities.
New Business: Shaping the Future of Palm Bay
Funding for Environmental Projects: Allocating $2 million for the Meadowbrook Water Quality Improvement Project to protect the Indian River Lagoon. This project aims to enhance the quality of local water resources by implementing specific measures such as filtration systems and improved drainage.

It would be interesting to learn how many times in the last 5 years that a $1.83 million dollar restoration truck was needed to take showers and rest.
In my opinion they need to reduce spending and target needed items. The Fire fighters have a great retirement and almost bankrupted the city
