Palm Bay Planning Board Recommends Denial of Malabar Village Development
Proposed mixed-use project on Malabar Road fails to gain support amid traffic and compatibility concerns 🚫🏗️
In a pivotal Planning and Zoning meeting held on April 3rd, 2024, the fate of the Malabar Village development was a central topic of discussion, drawing considerable community interest and participation. The meeting, which was eagerly anticipated following our previous coverage, provided a platform for a detailed presentation by the applicant, Vacation Finance LLC, represented by Dynamic Engineering Consultants, and an opportunity for public comments.
The Applicant’s Presentation 📊
The applicant outlined a vision for Malabar Village, proposing a mixed-use development that would include 424 multifamily residential units and 10.73 acres of commercial land. The development aimed to transform the 32.8-acre site, located south of and adjacent to Malabar Road Southwest, into a vibrant community hub known as Malabar Village. The project promised to generate additional revenue for the city in the form of taxes, create new jobs, and reduce traffic and road impacts. However, the applicant faced scrutiny for not providing concrete data to support these claims.
Public Comments and Concerns 🏘️🌲
The meeting saw a significant turnout from the community, with many residents expressing concerns about the project. Issues raised included potential impacts on traffic along Malabar Road, environmental concerns due to the lack of conservation plans for the existing trees and habitat on site, and doubts about the project’s compatibility with the surrounding single-family residential areas. The community’s apprehension was palpable, with speakers urging the Planning and Zoning board to consider the long-term implications of such a development on Palm Bay’s landscape and quality of life.
Board’s Deliberation and Decision ⚖️
After hearing the presentation and public comments, the Planning and Zoning board engaged in a thoughtful deliberation process. The board members weighed the potential benefits of the Malabar Village project against the concerns raised by the community and the staff’s analysis. Ultimately, the board decided to recommend denial of the small-scale comprehensive plan future land use map amendment from commercial to neighborhood center. This decision underscored the board’s commitment to ensuring that any development aligns with the community’s interests and the city’s long-term planning goals.
Moving Forward 🚀
The recommendation for denial by the Planning and Zoning board is a significant step in the review process for the Malabar Village development. However, it is important to note that the final disposition of the project rests with the City Council. The council will consider the board’s recommendation, along with all the information presented, in making its decision likely at the April 18th City Council meeting.

Check these Government bank accounts. That usually explains why they want the Development. Notice the so called ROADS, EXACTLY, NOTHING BEING DONE TO TAKE CARE OF ALL THE NEW CARS AND TRUCKS, OR ALL THE DELIVERIES WITH TRACTOR TRAILERS. WHY? BECAUSE it is Government at its best, let the public deal with it. Maybe put the ROADS to the Development in, before putting thousands of CARS & TRUCKS on roads build in the 40' & 50's. Nothing like starting backwards, just Maybe the Governments involved with this DEVELOPMENT will make these CON- TRACTORS PUT SIDE WALKS IN WITH THE ROADS. BUT AS ALWAYS NO ACCOUNTABLE OVERSITE, JUST LET THEIR
CON - TRACTORS DO WHAT THEY WANT.
DESTROY THE WATER, & ANY KIND OF HABITABLE LAND FOR THE WILD LIFE.
