Palm Bay City Council to Tackle Development Proposals and Budget Matters at Special Meeting
Palm Bay, FL -- The Palm Bay City Council is set to convene for a special meeting on Tuesday, June 25th, 2024, at 6:00 PM. The meeting will be held in the Council Chambers at 120 Malabar Road SE. The agenda features a mix of proclamations, public hearings, and important business items, including a critical discussion on a settlement agreement with Community Asphalt Corp.
Recognizing Community Achievements:
The meeting will begin with three proclamations recognizing important community events and achievements:
Juneteenth: Mayor Rob Medina will formally recognize Juneteenth, the annual celebration of the emancipation of enslaved African Americans in the United States. This year, Juneteenth will be observed on June 19th, 2024.
Code Enforcement Appreciation Week: The City Council will honor the hard work of code enforcement officers citywide by proclaiming June 3rd through June 7th, 2024 as Code Enforcement Appreciation Week.
Parks and Recreation Month: July 2024 will be declared Parks and Recreation Month, highlighting the value of parks and recreation facilities and activities for Palm Bay residents.
Public Hearings on Development and Land Use:
The City Council will hold public hearings on several development and land use proposals, including:
Self-Storage Facility and Rezoning: The Council will hear a request for a conditional use permit (CU23-00019) to allow a self-storage facility on a three-acre parcel west of Cogan Drive and north of Melbourne-Tillman Water Control District Canal 42. The property is currently zoned GU (General Use Holding District). The applicant, Kathleen Jones Trustee; PSP of Brevard, LLC; and RRLC, LLC, is also requesting the property be rezoned to CC (Community Commercial District). The hearings on these two items will be held at first reading.
Palm Bay StorNow Subdivision: The Council will consider preliminary (PS24-00002) and final (FS24-00003) subdivision plat approval for a two-lot commercial subdivision called 'Palm Bay StorNow'. The property, located north of Malabar Road and west of St. Johns Heritage Parkway, is currently zoned CC (Community Commercial District).
Critical Business Items:
Beyond the public hearings, the City Council will address a number of critical business matters, including:
Extension of Conditional Use Commencement Period: The Council will review Resolution 2024-20, which proposes extending the commencement period for a conditional use granted for a retail automotive gas/fuel sales site located at the northeast corner of St. Johns Heritage Parkway and Emerson Drive NW. The conditional use was initially granted to Ascot Palm Bay Holdings, LLC, but they have requested an extension due to delays in obtaining site plan approval. This extension will allow the project to move forward without expiring.
Settlement Agreement with Community Asphalt Corp.: The Council will consider approving a settlement agreement with Community Asphalt Corp. This agreement is intended to resolve a dispute stemming from the construction of the St. Johns Heritage Parkway. Budget Workshop Scheduling: The Council will discuss the scheduling of budget workshop meetings for July and August 2024.
This meeting will cover a range of issues affecting the city, from new development proposals to the ongoing legal dispute with Community Asphalt Corp.
