Where is the balance sheet on the additional, unplanned revenue that each new resident is be contributing and where that revenue is going? Palm Bay must plan for the inevitable reality of property taxes being phased out thus returning the property back to the owners ... citizens. Multiple streams of income are necessary for Palm Bay to survive financially. Possibly a contest to staff on creative income producing events or cost cutting projects.
Can you also ask, if possible, to later generate a plan, where Palm Bay gets a super cut. A trim that makes Palm Bay look cleaner and fresher. I do not like to compare but Viera has that clean cut that makes Viera look tight, a place that is 21st century. Imagine if Palm Bay hired a crew of law care workers that only would trim those areas that still need to be trimmed. I know they have been doing it already. But I am talking about an even more tight cut. The public places that need to be tightened up. Certain areas, like the around the canals. They mow around the trees, but they do such a silly job. Such as the canal that goes from Milton Road to St Johns Heritage PKWY on Malabar Road. Why not mow with more precision. The trees look like they have (please excuse my word) -pubes- growing around them. Promote this also for the private locations, if you go to Viera you would know what I mean. It looks nice and pleasant.

Cutting 20% is a HUGE and much needed reduction in the bloated budget. I'd start at looking at HR.
