The Scope: Beyond Fresh Asphalt

The project (FDOT ID: 452864-1) covers the 2.5-mile stretch from just north of the Palm Bay Road intersection up to Melbourne Avenue. While “resurfacing” often implies a simple pave-and-go job, current filings indicate FDOT is using this contract to modernize pedestrian infrastructure significantly.

Key safety additions include a new signalized mid-block crossing near Panther Place, designed to support foot traffic near Stone Magnet Middle School and Palm Bay High School. This crossing will feature a Pedestrian Hybrid Beacon (PHB)—a high-intensity signal that remains dark until activated by a pedestrian, at which point it flashes yellow and then solid red to stop traffic.

Further enhancements include upgraded intersection lighting at Florida Avenue, University Boulevard, and Southgate Boulevard. These specific targeting points suggest FDOT is prioritizing visibility in areas with historical pedestrian conflicts.
